Windows 10 image viewer blurry

The same happens to me. I notice this started happening when I upgraded from version 1709 to 1803 (Windows 10 Home 64-bit). Also when I scroll through the images I can see the image is clear for a split second (<0.5s) then goes blurry. If I click on the Edit button the image is clear.
